New Hire Packet Management Endpoints

We added the following public API endpoints for creating, updating, and deleting new hire packets:

• Create new hire packet (POST /api/v1/new-hire-packets)
• Delete new hire packet (DELETE /api/v1/new-hire-packets/{id})
• Update new hire packet (PUT /api/v1/new-hire-packets/{id})
